The paper highlights that the current system is fragmented and inefficient, leading to excessive and repetitive audits by aircraft operators on ground handling organisations (GHOs) – consuming significant staff hours and diverting focus from safety improvements. The paper proposes that centralised oversight by competent authorities, with harmonised safety management systems (SMS) would enhance safety performance and bolster the operational and financial resilience of GHOs.
